This flexibility is viewed to have provided some space for civil servants to balancing their personal needs and the organisation’s expectation. In this case, PSD expects to ensure that civil servants are given ample time to clock-in and clock-out within the working timeframe allocated without compromising the level of professionalism of civil servants and hence avoiding absenteeism and lateness coming to the office. Such a balancing space is important to ensure a conducive work environment is created by the organisation and hence can help reduce work-life stress. The Issues and Challenges in the Implementation of FWA The implementation of FWA has a positive and negative point. However, the preference for FWA depends on various reasons ranging from work-life balance and managing personal commitment by employees and managing human resources issues such as absenteeism and talent management by The introduction of FWH by PSD is to provide some flexibility to civil servants.
