87 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam The FWH provides the opportunity for both employers and employees to benefit from the flexible arrangements in which good talents can be retained by the former and at the same time addressing personal commitments or expectations by the latter. Furthermore, the flexibility provided especially by employers can be viewed positively as promoting a family-friendly policy and hence positioning it as the employer of choice (Humphrey, Fleming and O’Donnell, 1999) in a greater and wider employment spectrum. However, in striking a balance between employees and employers it is vital to understand the needs of the former and the expectation of the latter. This is because flexibility is motivated by different consideration, raises different issues and concerns and has different impacts for employees and employers (Employment and Social Development Canada, 2016). In general, the implementation of FWH is viewed positively by many scholars as having an impact on the development of the employers as well as the employers. As highlighted by Humphrey, Fleming & O’Donnell (1999), the effective implementation of FWH can contribute positively to several important human resources management challenges facing organizations such as recruitment and retention of high-calibre employees, the achievement of equality of opportunity, improved reconciliation of work and family responsibilities for management and staff as well as to improve staff motivation. In getting the FWH implemented, there is no one-size-fits-all FWH approach. The implementation of the FWH would require extensive and in-depth research or engagement with the necessary stakeholders such as the employees, employers’ association, employees’ union as well as the academics. The idea of implementing FWH must not be viewed sceptically and engagement with the necessary stakeholders is vital to understand and determine the best FWH that suited the social, cultural and economic expectation of the society.
