76 Varia Ranah: Sorotan Ilmiah Perkhidmatan Awam CONCLUSION The approach that Estonia has taken in promoting its wellbeing of its citizens has paid-off particularly its approach to governance using ICT. This shows that by using ICT, Estonia has leap-frogged and changed its status from an unknown remote traditional timber-based country to a modern democratic nation with IT literate society at par with others in the European Union and NATO since being accepted to those communities. Others have also been using ICT to various degree of success and should emulate certain part of the success story by fine-tuning their strategies, systems, and applications within the context of their respective nations in achieving their specific goal of nation building.
