By utilizing digital platforms people are able to find out about topics they were not familiar with. For example, presently, accessibility of biodiversity and climate change information has led many people to become more environmentally conscious. Digitalization is an adaptation of a system, process or the use of digital technologies to change and improve government delivery system. Hence, digitalization, innovation, strategic data-driven analytics, big data and many more cutting edge technological and advancement should drive change in all aspect of government operations including people management. This should assist government to understand its people better, find new or better ways in managing the nation and its citizen. CONCLUSION The nation aims for a sustainability growth; a progressive economy with equitable wealth-sharing while not jeopardizing the wellbeing of the rakyat and ecological balance. However, Malaysia is facing diverse issues of public concerns such as political polarization over race, religion and reform; distrust, deep-rooted corruption and poor perception towards civil service; poverty which includes urban poor and hard core poor; environmental degradation which caused natural disaster and extinction of endemic species, stagnant economic performance as well as individualism and disintegration of communal life. The multifaceted issues posed a greater challenge to the government in allocating scarce public resources, making tough public decisions as well as managing enormous pressure to engage and meet public expectation. Distrust and lack of cooperation of the public so prevalent sometimes hampers government efforts to address and resolve public issues efficiently. Consequently, the efficacy of civil service has always be the subject of question by the public. Furthermore, present complexities which makes us interdependent and interconnections, and uncertainties of future such as unpredictable covid19 pandemic compounding the challenges faced by a country and demand for a civil service to re-think the way we control and manage. Therefore, to gain a better understanding on public interest and to ensure every public decision made or policy made takes into account the impact on individual, community, country and environment as well as at local, regional and international level, civic engagement must be encouraged to be developed and upraised. Civic engagement is when a community understand and able to address own interest or issues of public concern, able to convey them to the government, thenceforth able to participate and work together with government in choosing the best decision and how best to implement a decision or policy for their own benefits as well as for the country’s advancement.
