As such, civil service needs to accelerate civic engagement and amplify its impact in order to build a civilised society. Among other measures could be taken are to enhance the resilience among civil service and establish standard of excellence in civic engagement, to reroute relationship between government and society to partnership, to engage civil society leaders actively in government decision making and public policy implementation, to increase civic learning by engaging, educating, enriching and empowering community especially youth as well as to mould civic minded through innovation and digitalization. A. Enhance the resilience of civil service and establish standard of excellence in civic engagement G.R.E.A.T. initiative as introduced by the Chief Secretary of the Government outlined several traits to be embraced by civil service, namely; good governance, responsible, empathy, accountable and tenacity of purpose. However, efficacy and efficiency of civil service in delivering service to public have always been the subject of scrutiny by the people. Thus, civil service needs to improve resilience to face and overcome complexity, complicated issues and uncertainty, to adopt accountability mechanisms such as good governance and transparency to regain trust and cooperation, as well as to establish standard of excellence in civic engagement to build social capital and cohesion. Among other measures to establish standard of excellence in civic engagement are government agencies need to learn from the community through utilisation of public knowledge and demonstrate that public knowledge matters. Agencies should collect public knowledge, use the knowledge, communicate back to the public to inform how the knowledge used and influenced decision made and cultivate these practice and habit in government’s working culture. B. Reroute relationship between Government and the society to partnership To accelerate civic engagement, government’s orientation with the society needs to realign toward realizing and accepting community as a partner with mutual trust and respect as well as shared responsibilities. At the same time, community members must also see themselves as an equalled citizen with shared responsibilities and must be accountable for their action to themselves, their community and eventually to the nation. To instil partnership notion between government and community, transparency and accountable governance must be incorporated at all level of governance and collective responsibilities must be embraced by all segments of society. Even though government is vested with all the resources, capacities and capabilities to manage and govern a country, cooperation and partnership with every single member of the society, particularly business or trade society, is important. Such partnership is required due to frequency, magnitude and sophistication of issues which broaden the traditional roles of the government. Uncertainty and complexity of issues such as climate change and security threat as well as differences in mind sets, attitudes, knowledge and wisdom of people also called for an urgent need to spread and share the burden of the responsibilities between government, business and civil society.
