To amplify the impact of civic engagement, the government need to engage actively, civil-societies leaders as a bridge between the government and the community. Civil-societies leaders includes political, non-political, business as well as community must involve actively and play deeper role not only at the initial stage of formulating a public policy or decision but essentially at the implementation phase. PROBLEM STATEMENT The nation aims for a sustainability growth; a progressive economy with equitable wealthsharing while not jeopardizing the wellbeing of the rakyat and ecological balance. However, Malaysia is facing diverse issues of public concerns such as political polarization over race, religion and reform; distrust, deep-rooted corruption and poor perception towards civil service; poverty which includes urban poor and hard core poor; environmental degradation which caused natural disaster and extinction of endemic species, stagnant economic performance as well as individualism and disintegration of communal life. The multifaceted issues posed a greater challenge to the government in allocating scarce public resources, making tough public decisions as well as managing enormous pressure to engage and meet public expectation. Distrust and lack of cooperation of the public so prevalent sometimes hampers government efforts to address and resolve public issues. Consequently, the efficacy, or the capacity for producing a desired result or effect, of civil service has always be the subject of question by the public. According to Zianuddin Sardar the world is entering a post-normal time, Malaysia not excluded, a period of transition which characterised by its complexity, chaos and contradictions. The complexity of issues such as globalisation which makes us interdependent and interconnections, chaos generated from individualism and greed which affect collective survival, contradiction of a decision or policy which ignore certain effects called for a review in how things are operate. The definite outcome of a combination of contradictions, complexity and chaos together with accelerating change is uncertainty. In normal times, uncertainties are small and manageable. But in post-normal times, uncertainty takes centre stage with things change rapidly and often happen simultaneously. In conclusion, present complexities and future uncertainties such as unpredictable COVID-19 pandemic, amplify the challenges faced by a country and demand for a civil service to re-think the way we control, manage and govern.
