75 VARIA RANAH 2023 The Role of Civil Service in Accelerating Civic Engagement for MADANI-Nation Building and Community Empowerment INTRODUCTION Malaysia Prime Minister’s vision on MADANI Malaysia is to build a sustainable and prosperous Malaysia based on care and compassion, mutual respect, innovation and trust, where inclusiveness and equality is embraced by the whole nation – ultimately a just Malaysian Society. The term MADANI represent the shared trust between the government and the citizens based on transparency and cooperation. The framework invites government leadership including civil service and the public to realise that it is a shared responsibility in raising the dignity of human beings, which should be based on confidence, values, morals, and fair and effective governance as well as prioritizing priority to matters of faith and humanity. Every single citizen must be on-board in an effort to build a sustainable and respected nation. Every single person, regardless race, colour and creed, must play a role in empowering the community in order to contribute towards achieving a progressive nation with a civilised society, particularly, in a post-normal time. To address the issues of public concerns, government will always ensure that every decision made, and policy formulated would take into account the impact on individual, community, country and environment as well as at local, regional and international level. But, how best for a government to gain and understand the interest of the public beyond normal engagement with the community? The most effective is for the community to understand own interest and convey them to the government, participate and work together with government in choosing the best decision or how best to implement a policy in order to improve their quality of life and livelihood. Present complexities which makes us interdependent and interconnections, and uncertainties of future such as unpredictable COVID-19 pandemic compounding the challenges faced by a country and demand for a civil service to re-think the way we control and manage. Therefore, civil service must accelerate civic engagement to strengthen public participation in public policy and decision. To amplify the impact of civic engagement, the government need to engage actively, civil-societies leaders as a bridge between the government and thecommunity. Civil-societies leaders includes political, non-political, business as well as community must involve actively and whole nation – ultimately a just Malaysian Society.
