23 VARIA RANAH 2023 The Primacy of The Public Service in Restoring Institutional Trust ii) Cultural, Economic and Political Drivers Significant roles are played by cultural, economic, and political factors in the formation of trust in public institutions. This includes the identities, characteristics, and preferences of individuals and groups, as well as system mistrust and disengagement. Individuals' socioeconomic circumstances, such as their income, level of education, and occupation, can impact how they view public institutions. Individuals with a higher socioeconomic status may have access to more resources, opportunities, and information, which may affect their trust in institutions. Trust can also be affected by interactions within families, communities, and social networks. The shared experiences of the individuals in these networks influence their attitudes and perceptions of public institutions. Negative experiences or scepticism expressed by influential figures can erode trust, while positive experiences and opinions expressed by trusted individuals can strengthen it. iii) Government Action on Intergenerational and Global Challenges There are numerous reasons for mistrust in public institutions, such as the perception of corruption, controversies, and instances of unethical behaviour. Individuals' perception that institutions are not acting in their best interests or failing to keep their promises can erode trust. The absence of openness and responsibility can heighten mistrust. Individuals may lose interest in public institutions when they feel disconnected from the political process or decision-making. This disengagement may be due to the perception that those in positions of authority do not listen to or respond to the sentiments and concerns of the disengaged. Disengagement can erode confidence and lead to a feeling of alienation from public institutions. The perception of the government's response to intergenerational and global challenges has a substantial influence on public confidence. The government's commitment and efficacy in addressing long-term problems with far-reaching effects can influence the public's faith in the government. A number of factors contributed to the success of this response, including a strong reliance on expertise, an emphasis on shared goals exemplified by the slogan "a team of five million," and a high level of confidence in the functioning of a D. Benchmarking other Countries: Lesson Learned from OECD Trust Survey 2021 i) New Zealand (OECD, 2023a) Institutional trust in New Zealand's public institutions is relatively high. The administration of New Zealand was able to navigate the COVID-19 pandemic with minimal impact on society and the economy due to high levels of trust.
