Therefore, it is recommended that the Public Service Department (JPA) play an important role in facilitating the new government in reviewing policies and regulations, particularly civil servant service matters. It is suggested that by applying the behavioural insights (BI) approach to humanising public policies, it will lead to retaining high-talent women employees and returning to work, thereby elevating more women in the decision-making levels in the public sector. This is in line with the Twelfth Malaysia Plan, which states that the BI approach will be used as a policymaking tool for the greater government’s service to the people. It is also recommended that JPA coordinate meetings and enhance effective collaborations with related agencies such as MPC, the Ministry of Finance Malaysia, the Ministry of Human Resources and agencies, the Ministry of Women, Family and Community Development, and agencies in designing and implementing BI approach policies, particularly in outreach numbers of potential younger women in decision-making levels. At the same time, Malaysia's MADANI’s six values are also recommended to be embedded in the National Behavioural Insights framework while designing and implementing policies. Besides that, more integrated approaches are recommended to mitigate issues such as low female employees participation in the labour force participation rate (LFPR) in Malaysia, low ranking in gender gap parity within the region, particularly on economic participation and opportunity and political empowerment, and less women’s participation in leadership positions. This could be done through collaboration between public agencies, promoting digital -economy opportunities, a flexible working environment, and legislation reforms to support and benefit women, which will lead to sustainable national growth and hence reduce the gender parity gap. Malaysia will be closer to achieving its goals as a developed nation. In conclusion, both objectives of this study—exploring the possibility of narrowing down the gender parity gap and also understanding the leadership empowerment among women in Malaysia, especially in the public sector—have been addressed. Nevertheless, it is recommended that future researchers continue this study by discovering deeper into the strategies and actions taken towards narrowing down the gender imbalance in other countries in this region and working on sustainable development growth. It was also recommended that further analysis be done on the impact of the Malaysia MADANI Concept on women's leadership empowerment in both the government and private sectors.
