Like every other year, the last month always invites us to reflect on what we have built, improved and strengthened over the past 11 months. In the spirit of “closing the year,” there is one topic that is incredibly timely: Pillar 3 in the Agenda Reformasi Perkhidmatan Awam (ARPA): Organisational Development. The name sounds serious but Pillar 3 is actually very close to our daily reality. This is where we look at how organisations are improved, streamlined, and realigned so that work becomes clearer, faster and more responsive. If explained in the simplest English: Pillar 3 is about making organisations more effective, ensuring the right structure, the right roles, and the right people, so the public service delivers better quality and uses resources wisely.
